There was a pastor, an assistant, Who was doing all of those kinds of things you described as grooming but he was doing it to the young single women not children. It was in a church I was in for several years a number of years ago. One of the young ladies told me about various incidents of his behavior with her as they were unfolding but until I told her, she didn't realize that he was doing anything wrong - She thought he was just a very friendly outgoing person which he was. I told her that it was totally inappropriate. He was married and shouldn't be trying to spend time alone with her or other single ladies. After that I talked with one of the more senior pastors about it and he told me that it had been already going on with the other single women and he named a few of them and that the senior pastor had even warned this guy about it but it was still going on.
This is why Keith, mentions to call PD before going to the pastors or elders. Once PD is called they can't sweep it under the rug. I read this kind of stuff and I believe that senior pastor should not be given the option of resigning but FIRED with casue.
Mission creep - I immediately knew what you meant. In engineering (and probably lots of other industries), we talk about "creeping featurism" (marketing/mgmt wants to keep adding feature after feature well after product definition, and even when we are done/almost done). I coined the term "galloping featurism" for some of those marketing folks....
