Keith, any comments on why the officers had such problems subduing the guy in the church? I thought I heard a taser multiple times, but nothing seemed to work.
Hi Sandra, Tasers don't always work for a few reasons. 1) one of the 2 darts/probes missed the target therefore not completing the circuit. 2) If both darts hit the target and 1 of them does not make good contact, it will not work as intended. 3) In order to get the desired result of controlling the person it is necessary to "split the belt line", 1 dart in the torso and 1 dart below the belt, preferably in a large muscle group such as the buttocks or thigh. When you see someone fall right over, NMI (neuro muscular incapacitation) has been achieved. The greater the spread of the darts the better a Taser works. Too close and it is basically a stun gun with pain compliance.
It was too noisy in the video for me to hear if there was a crackling noise. If there was, then then 1 of the darts missed or had a bad connection. If there is a good connection it will be quiet. I don't know why they didn't switch to OC spray at that time. Maybe they don't carry it.
Kidnapping for ransom is a nasty problem. The immediate safety of the hostage is one concern. Paying a ransom is another big problem, because every time the perps get money, it finances terrorism. Finding ways to booby-trap/ambush the ransom payments seems like a high priority. Force the perpetrators to betray themselves. Hostage rescue is a key topic.
