Just upstream from me. Fortunately flood control lake and dam is between me and kerrville. Plus lake is 48% full.

Completely unacceptable in this day and age of technology and communication to be caught off guard by this. No Emergency Communication? 450 kids and nobody awake at that camp watching things?
